In order to download the code or to be able to deploy new code you need to be listed as a developer (or admin) in the application console. The only way to achieve that is asking the application owner (or another admin) to invite you as a developer (or admin) from the appengine console. Once you have access the console (from https://appengine.google.com/) you should be able to manage the application code.
