I just tried the command without the -dir part, like this:

*./cloud_sql_proxy -instances=zoho-portal=tcp:3307*

But, I'm still faced with the same issue. Would it be possible for you to 
clone my GitHub repo <https://github.com/adl1995/zoho-portal/> and try 
deploying it from your side.
