This seems to be an issue with how cygwin64 manages permissions. Here's a stack exchange thread <https://unix.stackexchange.com/questions/203371/run-script-sh-vs-bash-script-sh-permission-denied> where one of the answers addresses this cygwin64 issue by changing windows acl for bash.
