Thank you for reporting this,

Apparently there are some conflicts with the OS system version as reported 
here <https://github.com/pypa/pip/issues/5240>. One workaround for the 
moment would be to use your own custom runtime 
<https://cloud.google.com/appengine/docs/flexible/custom-runtimes/build#docker>.
 


Also as your issue seems to be a specific technical issue you would have 
better assistance from the community by posting in StackOverflow as Google 
Groups is intended for general discussion
