As recommended in this thread <https://groups.google.com/forum/#!topic/google-appengine/WpuCwmyJSi0>, you may upgrade your instance class <https://cloud.google.com/appengine/docs/standard#instance_classes> to resolve this issue. If the issue still persists, you can create a private report in the Issue tracker <https://issuetracker.google.com/issues/new?component=491299&template=1161102> and provide us with your project id, the service name and the version number, so that we would be able to look into it and assist you to resolve the issue efficiently.
