Thanks for the response.  Unfortunately, I just got email back from
the hosting vendor who tells me that port 443 is already open.  The
hosting vendor asked if there is a URL that they can use to test
access to the Google Provisioning API - essentially a simple test case
for them to determine the cause of the inability to connect.  Is there
such a test url?
