I think it would be helpful to have administration and reporting functionality present for the Google Chat service. I've created an enhancement request at:
http://code.google.com/a/google.com/p/apps-api-issues/issues/detail?id=2784. Ideally, I believe Google Apps domain administrators need to be able to determine how chat is being used programmatically (number of chats per user, whether chats are outside of the domain if allowed, users in chat roster, etc). I apologize if I've missed already-present functionality in either the Reporting or Chat API.
