Hello Robin, It takes few minutes for the created account to show up on the "Organization & users" screen. You shall wait for some more minutes if you dont see the users in the screen.
There was a problem with the user provisioning last week, that could have caused delay in creation. I would say, try provisioning of users again, check if you can see the created users in 5-10 minutes. Server traffic and the number of accounts being provisioned at once, may vary the time taken for creation of new users. Generally, you will be able to provision good number of accounts without any problem. But if the number is very huge, it is recommended to use exponential backoff to avoid errors due to exceed in quota limits<http://code.google.com/googleapps/domain/gdata_provisioning_api_v2.0_developers_protocol.html#Limits>. There is a limit in the number of requests you can make per second. Thanks, Shraddha.
