I think this section of the terms is pretty clear :

'1.3 Real-Time Queries Only and No Content Removal. You may only
display Content from Base within or through a Base API Implementation.
You may not store content from Base and your Base API Implementation
must use a live feed from Base rather than make static or stored uses
of Base Content. You may not and may not permit third parties to
scrape Base, or store or use Content queried from Base in a manner
that permits use of the Content outside of Google's services or Your
Base API Implementation or enables access to mass downloads or
bulkfeeds of any Content queried from Base.'
