As a domain admin, you should be able to create secondary calendar on
behalf of your users:

http://code.google.com/apis/calendar/data/2.0/developers_guide_protocol.html#CreatingCalendars

Once authenticated as an admin, you should be able to POST new
resources to their calendar feed.
