Currently, there is no direct support in the API for that. But you could use two legged OAuth: http://code.google.com/apis/accounts/docs/OAuth.html#GoogleAppsOAuth
And authenticate and call the API on the behalf on your user. Then you should be able to create new secondary calendar for them.
