I don't have the time right now to experiment but you should be able
to achieve that using a bar chart with 2 datasets where the bars are
stacked vertically on one another and specifying a color of white for
one of the bar datasets

http://chart.apis.google.com/chart?chs=300x200&cht=bvs&chco=FFFFFF,c6d9fd&chd=t:10,50,60,80,40|50,60,100,40,20
