It's not supposed to be like that. I just manually tried it and the code is
preserved when you switch test and submit back and forth. If you open them
in separate browser tabs, it may work differently, is that what you are
trying? If not, let me know, it might be a platform dependent bug.

What is separate is when you are viewing past submissions (regardless of
type). Making viewing a past submission change your active code is
dangerous because they can easily be similar enough for you not to notice
the change, and you end up submitting for real something you didn't intend
to. If you want to recover a past submission code to edit, you need to
manually copy it and paste it into the live editor.
