I don't think you will be able to do as you described. There is
nothing in the API to specify an "Edit Setting" handler as far as I
understand.

Google News is most likely an inline gadget, not a gadget rendered in
an iFrame. In this case, the gadget is has the same level as the rest
of the iGoogle page, which makes possible to override anything you
would like. Inline gadget have been deprecated for most 3rd party
developers some time back already.

Your best option would be to make all your user prefs hidden (such as
the Edit Settings menu does not become available) and to add a small
Setup icon in the top right corner of your gadget to activate your
setup view.
