Picasa for Linux as Distributed by Google through their repos is
problematic.

This is because it runs on a slimmed down version of the wine windows
emulator that does not have internet explorer capability.  Thus, browser
requests will fail and you can't post any data to the internet.

Follow the instructions given by Johan Nidelius starting at post 22

1. Install wine
2. Install ies4linux (I recommend just using ie6 with Flash 9)
3. Install Picasa
4. Any other plugins that you might need such as the facebook uploader
should work after that.

Then you can remove the Google distro of Picasa
