I think not. I got the same pb because my drive was not mounted before launching Picasa. I think that if picasa don't find the pictures at launch it deletes the corresponding albums. If you try to recover album from web, you may have your pictures twice.
The only way I found was mouting my drive before calling picasa, an re- create my albums.
