ChromeOS will have NO native applications - everything is a webapp so this isn't so much a disappointment as you've misunderstood. Just to clarify - it won't have ANY version of a desktop Picasa application, no wine, no native, no nothing. Just a webapp.
However... I would imagine Google will launch some form of Picasa (the desktop application) online; so that you can do a lot of what you can currently do in the desktop application but via picasa web.
