yes, forget 3.0 and download picasa38-setup.exe and install it:
  wine <path-to>/picasa38-setup.exe

you will be much happier.

And you will have all that 3.0 offers and then some and, do not be
mis-lead by the "for linux" claim as it is merely a tweaked install
including a tweaked wine version quite a bit older than what you probably
have installed by default.
