Then remove 3.0 which *really* is not a linux build but a specially
packaged tweaked wine based install.  Then download and install
picasa38-setup.exe for windows and install it:
  wine ./picasa38-setup.exe
better more solid build with more and improved features.

Then see if your problem still exists.
