Another way is to use:

container.setChildIndex(theMovieClipToBeOnTop, numChildren-1);

This can be called at any time and will put whatever movie clip you
want on top of all other children. One thing to remember,
theMovieClipToBeOnTop must be a child (already added using addChild()
or during design time) to the container.

I assume you are using a mask for the rounded corner effect. A mask
can be applied on a layer in the time line before publishing but in
your case I would do it in actionscript using theMap.mask =
theMaskMovieClip. Of course I would make the mask the same size of the
map and set its .x + .y properties to have it directly over the map,
unless the map is already at x=0 and y=0.
