Most likely the script that adds the controls and sets the zoom is in a function that is called as a handler to an event. Onmapready maybe? I don't think when you remove the map it entirely clears it from the display list. Maybe it is waiting to be picked up by the flash player garbage collector.
At any rate, you should be able to call the function your self in the same area you are reloading the map. Or, avoid that whole mess and make the maps visible property set to false and put what ever it is you need on top of it. This maybe a bug that you might want to report to Google. In case it is supposed to complete destroy the map when you call remove child.
