One odd thing about all this is that both mikew and bradsmiller see that error, but that's not the error message that the API uses. The (English language version of the) API says, and has always said: "The Google Maps API key used on this web site was registered for a different web site. You can generate a new key for this web site at http://code.google.com/apis/maps/."
