You cant do that without the premier API. But maybe, you can do a website freely available. And have a member login for getting your private data.
For example, i guess that you can make a website with a list of hotel with basic information (address, gps position) positionned on a google map. And have membership for getting private information on hotel (your opinion about the hotel for example) this is just my guess, surely not what google think.
