For a completely different approach, consider superimposing grid lines
over the standard map.  These will just be a visual aid to the user,
and not do anything of themselves.  Search out Barry Hunter's
gridlines tool and you can adapt it to your method of dividing up -
you can have it show 'tens' grid lines as you zoom out etc.  The UK OS
version might be a good start as it displays a grid completely
unrelated to Mercator; I've used it with modification so it never
shows lines less than 1km apart for instance.

Then for a user click, just do some simple math to determine which
'box' the click was in, and do whatever it is with it.
