Hi,

I've tried to use GMapCreator to create the tile overlay I need, but
it won't output the labels for the polygons.

I've tried the trial version of Global Mapper, but the lines and text
1) came out in black instead of yellow as I thought I requested, and
2) the labels could not be made smaller, and they could not be turned
off for very far-away zoom levels so there was a great deal of overlap
when zoomed out. Also, not all of the labels were printed, I'm
guessing so that there was no overlapping of labels.

What I'd need is a set of tiles where if we're zoomed in far enough,
the labels would all be shown. Lines and labels in yellow. If zoomed
out, none of the labels would be shown. Just the outlines of the
polygons with the bodies transparent.

Before I go and try to hack a php thing together from tutorials, is
there someone who can do this for me, or do you have any other ideas
about what other tools I might be able to use to get this done?
