Not sure what to tell you. Do a view-source from one of the non- functioning devices to see if the source is actually what you expect (i.e. it actually has the case-desensitizer included.) I tried numerous links from that menu on my mac, my iphone, and my windows 7 install, and none of them had any trouble whatsoever. My money is still on caching problems.
On a working device (mac+safari?) do a view source. Similarly, on a non-working device (windows+IE8?) also do a view source. Do a diff on the two, and see what you get.
