Hi Jack, a solution was posted on your previous thread which takes a
similar approach to Yahoo Pipes.  It transforms the GeoRSS from your
feeds into KML using a PHP script which takes two arguments (the RSS
feed url and the icon url) and produces a KMZ file.

For example, the traffic incident feed, with icon from the kentucky
511 site:
http://www.csvmap.com/rss2kmz.php?url=http://map.richmondgov.com/Bing/Traffic/georssfeed.ashx&icon=http://511.ky.gov/images/alert.gif

The following example shows three live feeds, which are transformed on
the fly into KML with new icons:
