Hey Guys...almost there.  Had to make a slight modification because I have a
toggle function setup but the icons are loading fine here:
http://www.gamecarver.com/viperapp .  The only problem I am having is that I
can't get the php script to work from my server.  I copied the rss2kmz.txt
file and renamed it to rss2kmz.php....uploaded it to the server then tried
to call it like this:

RichmondTraffic = new google.maps.KmlLayer('
http://www.gamecarver.com/rss2kmz.php?time=timestamp&url=http://map.richmondgov.com/Bing/Traffic/georssfeed.ashx&icon=http://google-maps-icons.googlecode.com/files/accident.png
',{preserveViewport:true});

This doesn't work but if change the php location from
http://www.gamecarver.com/rss2kmz.php? to
http://www.csvmap.com/rss2kmz.php?it works fine.  Am I missing a step?

BTW...you have absolutely no idea how excited we were to get the icons on
the map.....sooooo cool!
