I am having the same issue. Was able to access a particular album filtered by a tag before, but as of last night it only worked while logged in. I was able to get a feed of all public photos filtered by tag, as well as a specific album, unfiltered. Both of these work whether or not I am logged in, the single-album by-tag feed only when I'm logged in.
I am doing a public read-only python app that needs to access one album and filter by tag. Is this a known issue, and is there a solution on the way?
