I'm having a similar problem now. I've been using a feed for a picasaweb gallery, filtered by tag.
It was working for 1 year and it just stopped working about 1 month ago, now its returning always 0 results if I'm logged out. (it only works while logged into the google apps account as the gallery owner) - list photos, filter by tag from any album https://picasaweb.google.com/data/feed/base/user/mediatecazezerepedia?kind=photo&tag=cartas&access=public - list photos, filter by tag from a specific album https://picasaweb.google.com/data/feed/base/user/mediatecazezerepedia/albumid/5631569633951644273?alt=json&kind=photo&tag=destaque&access=public I can get results for any album listing feed with no tag filter when not authenticated, but not using the tag=xxx filter. This is configured for a Google Apps domain, the gallery owner is a Google Apps account with no G+.
