My first post so apologies if I'm repeating old request(s) ; which
is how to programmatically - via Picasa WEB API (Python in particular) , to 
get 
Caption info from a JPG on the WEB Server ?

IIUC, caption info for an uploaded JPG is held in the 'Caption-Abstract' 
EXIF tag (put there
via Picasa[Client] GUI or programmatically say via Exiftool  - my usual 
technique)

Download that uploaded JPG from the Picasa WEB Album, and yes the Caption 
info is there 
in the EXIF header.

BUT - if you manually insert a Caption when in Picasa WEB - then download 
the JPG,
there is no 'Caption-Abstract' tag in the EXIF info.

Hmm ; a bit annoying. I suppose the rationale is not to 'retrofit' any 
Picasa WEB editting stuff
back into an uploaded JPG , ie , in this case, not to add/modify the 
Caption-Abstract EXIF tag.

Anyway, advice welcome.
