ok,. by making it public viewable by link then I could use this url, which
actually works in IE9:

https://spreadsheets.google.com/spreadsheet/ccc?key=0As8yTIMYNMU0dEV2NEE5bTd3NlE4MUpJWXItcEpXUlE&hl=en_US

This is an ok solution for me...

What is the difference between using the "Publish to web" and "anyone with a
link"?, because the option where I set the "anyone with a link" can also be
made public to web... which in my world seems to be the same thing? why this
confusion?
