Well that's a new one.  There doesn't seem to be a problem with ATL charts 
in IE 9, 10 in general, so it's likely that there is something in your code 
that is messing with the way they are rendering - nothing pops out at me 
though.

There is an alternative to using ATL charts that avoids all of the issues 
that come with Flash: you can create a 
Dashboard<https://developers.google.com/chart/interactive/docs/gallery/controls#dashboardobject>with
 a 
LineChart<https://developers.google.com/chart/interactive/docs/gallery/linechart>and
 a 
ChartRangeFilter<https://developers.google.com/chart/interactive/docs/gallery/controls#chartrangefilter>,
 
and get 95% of the functionality of an ATL chart.
