the process was very frustrating to me as well, particularly due to the fact 
that I had the sandwave account with an msn account tied to it.  I had to 
register an new account with google (gmail account) in order to access the 
googlewave account.
Now that I have been thru the process I can understand that in order to get to 
wave.google.com, you might need a googlewave.com domain attached to your 
userID.  I might be confusing you more...at least it worked for me.
