I have solved my problem!

After finding the following post I got the idea that my issues might
be caused by sensitivity to proxy servers that have been noted with
the Eclipse Update Manager

The equipment onto which I was trying to install was connected to the
internet via a wireless connection.  This meant that my computer was
reaching the updates servers via proxy (i.e. because my wireless
router used NAT to serve multiple connections).

Resolution: I simply removed my router and connected my equipment
directly to the network.  In this case, that just meant that I turned
off the router and pluged my computer right up to my comcast high-
speed internet modem. Immediately, the installation proceeded with no
problems.  If you are having this symptom, I highly recommend you try
a new network connection - get out from behind your wireless router or
bring your equipment to work or a friends house.
