The most recent error message you posted indicates you may have downloaded 
the GWT SDK zipfile, not the zipfile that contains the Google Plugin for 
Eclipse (GPE) update site archive (which repackages the GWT and GAE SDKs as 
additional resources).

With regards to your first post, there's not enough information to tell what 
the specific problem with the remote update site was.  However, its worth 
noting that eclipse itself has been observed to have issues with pulling 
down invalid and/or partial metadata in the face of network issues.  It's 
worth trying to update directly from the public update site URL again, as 
GPE is able to identify when new versions of components are available when 
installed via that mechanism.  Enough time has passed that any metadata 
that's been cached should be invalidated.
