I'm not familiar with something that would match your specific needs.
Most companies look at it from the side of managing multiple clients,
which is opposite of google's approach, which is client-centric.

HIPAA would probably apply to the info on the device since the Dr.
would be putting the info there. Strong encryption would be necessary
at a minimum.

It sounds like you would need software that could translate the format
saved on the USB device to google health and then upload the data to
google health.

Are the doctors already using an EHR system? If so, look into what
formats it is capable of exporting. If you can find a format like XDM
then there may already be software out there to do this, like the
nomoreclipboard application.

I'm interested to hear of any progress you have with this.
