The recommended minimum PMC members is 3, and that isn't so that strictly code gets developed per-se, it is so that there are enough people to VOTE in new committers, and to push out releases. Of the 3, 1 can be a hard core coder, another can be a documenter guy, and the other a tester/builder. That would work fine too, and I think we've achieved that.
