#160 is less of a site-specific task and more of a centralized/group thing. Truth be told, I'm still pretty fuzzy on how the whole thing comes together myself. I did some brainstorming with Nathan this week and we dumped some notes in RepositoryUseCases<https://informatics.gpcnetwork.org/trac/Project/wiki/RepositoryUseCases>, but we struggled in some areas.
