I'm curious what happened between "what are we supposed to do?" and "OK, got 
it."

#160 is less of a site-specific task and more of a centralized/group thing. 
Truth be told, I'm still pretty fuzzy on how the whole thing comes together 
myself. I did some brainstorming with Nathan this week and we dumped some notes 
in 
RepositoryUseCases<https://informatics.gpcnetwork.org/trac/Project/wiki/RepositoryUseCases>,
 but we struggled in some areas.

The best ideas I have on "what is our site's part in all of this?" is in the 
GPC Priority Data
