It really shouldn't be that difficult to install SHRINE. But I know the first time I set it up, it took forever(4 weeks sounds about right) to figure out all the different pieces and get them working. The somewhat good news is that once you have it running, the upgrades seem to be getting easier, at least with the ACT network where a few sites act as testers for the upgrade process.
Is Nebraska's issue getting the actual software installed/configured, or with the database/mapping? What platform are you installing SHRINE on? If it's linux with oracle, I may be able to package up my installation and then help you re-configure it at Nebraska. Or if you're on a different platform, maybe someone else could do the same? I've used this process several times to create test nodes or a second SHRINE network. Also, if you/your sysadmin would like, I'm willing to hop on a screen share with them and go through the Nebraska install process and see what issues he's having. Perhaps we can get him over the hurdle and to the finish line.
