No, I have an open merge request open for NTPsec where Gary rejected a
similar notion.

(Unless it was the negative universe Gary causing trouble)


Also pedanticly the correct sequence is.
The NTP server starts first and makes the socket, then gpsd starts picking
it up and running with it.
