This happens when you do not have the tools install to build the man
pages. The config log will tell you why.

No change. They are build only if you have the needed tools installed.
OTOH, the release tar ball always does include the built man pages.

The dia program is no longer maintained, and no longer builds on mny
hosts. That is why the svg file, that dia would build, is in git.
