Agreed that this should have been stated more clearly. I's also an error to leave out that the device is supposed to achieve FIX with the reference data (so-called correction) SPARTN stream. I'd say the device you have with the SPARTN stream you have, as you are experiencing it, is not meeting its specifications, and isn't operating in the mode they intend it to operate in.
