There is a footnore #1:

1. Horizontal accuracy: Typically, 3-6 cm with a compatible receiver.
All accuracy results are based on:
  a)  error-free GNSS observation data
  b)  receiving complete and uninterrupted correction data
  c)  ambiguity-fixed position results

So a circular definition.  It works when it works.  Otherwise, it does
not work...

I'm operating it per u-blox instructions.  But, since I do not have
RTKFIX, it is within spec not to be 3-6cm "accurate".
