So I took that file, and fed it into gpscsv:

And you can see that there is indeed gisid values. gpsd only reports
gisid when it is not a one, since until recently it was always a one,
and I did not want to redo all ther regressions.
So, working just fine.
I guess gpscsv could be changed to show the ghostly zero.
