Because it is autoconf :)
I tried the more complete sequence of aclocal/autoheader/automake/
autoconf,
but got a bunch of missing template warnings in autoheader.
I darkly remember that I made tests with 2.51 but quickly gave up.
2.13 seems to be an absolute requirement.
