there was simply a bug in
gui/wxpython/gis_set.py
I have fixed it now:
r39733 (6.4.svn), r39734 (6.5.svn), 39735 (7.svn)
Update of that file and compilation of gui/ is sufficient to
activate again translation of the first screen.
