We've started development of shelling tools in Rhino4, so the initial plugin actually runs under Rhino4, but it exposed many flaws in the intersector code, so it doesn't run very well. I don't know if it will be deemed stable enough to release it in the first beta.
These questions should really be posted on the Rhino newsgroup where people like Pascal can provide much better answers than me. Pretty much all I know about projects like shelling is a line of text in the weekly developer meeting notes that states "Chuck: Working on Shelling, focusing on near tangent edges".
