So we have given locations for the start and end points of the curve, and a clear description of a vertical line segment and an arc with a vertical tangent. The wiggly curve in between however is still very undefined.
I uploaded a definition which consists of 3 curves; a vertical line, an arc and a 4pt nurbs curve which is tangent to both.
