I'm sorry for having not made a clear question.
What I mean with GIS Server, is a platform for the deployment of
distributed GIS tools. As a parallel, Arcgis Server can deply ready to
use tools for editing, data processing tools, as client-server
applcations usable in mobile applications, browser based interfaces,
etc.
It centralizes the application model and business interface, and
distribute it to light clients, or other desktop applications.
Such a kind of server is increasingly requested by agencied
distributed on the territory for example.
It's something far beyond a map server!
So, my question was: is there any project, in the og gis community,
dealing with this?
The second question is, how to convinve agencies to use OS software if
they're looking for such solutions?

If you only need to edit/create vector data by means of a remote client how about using a transactional web feature server (T-WFS) like Geoserver and a T-WFS client like uDig? If you need to edit/create raster data on the server how about GRASS and NX?
